    <summary>	9/8/2011--Reported to House amended. Securing American Jobs Through Exports Act of 2011 - (Sec. 3) Amends the Export-Import Bank Act of 1945 to extend the termination of functions date for the Bank to September 30, 2015. (Sec. 4) Sets forth limitations on outstanding loans, guarantees, and insurance for: (1) FY2012, (2) FY2013, and (3) FY2014 and subsequent years. (Sec. 5) Requires the Bank to establish, and review as appropriate, financing guidelines to ensure that the Bank enables U.S. companies to contribute to a stronger national economy by maintaining or increasing the employment of U.S. workers through the export of goods and services. (Sec. 6) Requires the Government Accountability Office (GAO) to conduct a study and report to Congress regarding the methodology used by the Bank to calculate the effects of its financing on the creation and maintenance of employment in the United States, if there is more accurate methodology to calculate such effects, and if so, make recommendations concerning such a more accurate methodology. (Sec. 7) Requires GAO to perform biennial audits of bank transactions. (Sec. 8) Authorizes the Bank to use a specified amount of its surplus each fiscal year for information technology system updates. Limits the aggregate amount for such activities for all fiscal years to $20 million. (Sec. 9) Requires the Bank to: (1) monitor default rates at least quarterly, and (2) report to Congress if the total default rate equals or exceeds 2%. (Sec. 10) Expresses the sense of Congress that the Bank should establish an independent mechanism to investigate and report on allegations by affected parties of the Bank's failure to follow its own policies and procedures. (Sec. 11) Extends through September 30, 2015: (1) the termination date of the Sub-Saharan Africa advisory committee, and (2) Bank authority to provide financing for the export of nonlethal defense articles and defense services whose primary end use is for civilian purposes. (Sec. 13) Revises the list of Marxist-Leninist countries ineligible for Bank assistance. (Sec. 14) Requires the Bank to examine its current products, programs, and policies and report to Congress on whether the Bank adequately meets the needs of small business exporters. (Sec. 15) Requires the Bank to categorize in its annual report each loan and long-term guarantee according to specified purposes. (Sec. 16) Requires the Bank, before final consideration by the Board of Directors of a transaction exceeding $75 million, to publish specified information on its website that neither discloses confidential or proprietary business information nor jeopardizes U.S. jobs by supplying information which could be used to compete with U.S. companies. (Sec. 17) Provides for textile industry representation on the Bank Advisory Committee. Directs the Committee to consider ways to promote textile industry financing and determine ways to support: (1) U.S exports of textile components or inputs, and (2) the promotion of U.S. jobs that are critical to textile component and input manufacture. (Sec. 18) Requires the Bank to conduct a study of the extent to which Bank products are available and used by U.S. manufacturers that export U.S.-manufactured goods used as components in global textile and apparel supply chains. (Sec. 19) Prohibits Bank financing for persons that engage in certain sanctionable activities with respect to Iran.</summary>

    <summary>	12/16/2011--Introduced.Next Generation Television Marketplace Act of 2011 - Repeals provisions of the Communications Act of 1934 concerning: (1) the carriage of distant television stations and significantly viewed signals by satellite carriers, (2) the retransmittal of television signals to eligible state counties in the designated market area of another state by cable operators or satellite carriers, (3) the Federal Communications Commission's (FCC) qualified carrier certification process, (4) the designation of cable channels for commercial video programming use, (5) the carriage of local commercial television signals and qualified low power stations by cable operators, (6) the FCC's authority to adopt syndicated exclusivity rules for private home viewing of secondary transmissions by satellite of broadcast station signals, and (7) the requirement that cable systems or other multichannel video programming distributors obtain consent to retransmit a broadcasting station signal. Repeals and revises provisions concerning: (1) the carriage of local television signals by satellite carriers, and (2) the regulation of rates and broadcast signal carriage. Makes several existing requirements concerning the carriage of local television broadcast stations applicable only to qualified noncommercial educational television stations. Repeals federal copyright laws requiring statutory licenses for certain secondary transmissions of distant and local television programming by satellite carriers. Extends exemptions from copyright infringement laws to certain secondary transmissions by cable systems and satellite carriers. Repeals provisions concerning cable system: (1) nonsimultaneous transmission infringement, and (2) statutory licenses for secondary transmissions. Directs the FCC to repeal related FCC rules and eliminate: (1) restrictions on the number of broadcast television stations that a person or entity may own, operate, or control in the same designated market area under the local television multiple ownership rule; (2) the radio-television cross-ownership rule; and (3) limitations on the direct or indirect ownership, operation, or control of a broadcast television station by a person or entity that owns, operates, or controls a daily newspaper under the daily newspaper cross-ownership rule. Requires that this Act take effect on July 1, 2014, subject to the exception that contracts, understandings, and arrangements related to retransmission consent and the distribution of video programming entered into prior to its enactment be provided for under special transitional provisions.</summary>
